Procedural rules approved for Fire Protection Installations, RIPCI
On 19th May 2017, Council of Ministers approved RIPCI (un Real Decreto, el Reglamento de Instalaciones de Protección Contra Incendios) and has accordingly published this announcement through the website www.lamoncloa.gob.es
The purpose of this is to determine the conditions and requisites required for the design, installation, maintenance and inspection of the equipment, systems and components that make up the active fire protection installations.
The RIPCI is fundamental for fire safety since it incorporates both the requirements derived from the implementation of European legislation, as well as regulating products and sectors that had not previously been contemplated and not covered by harmonized standards.
In the publication made by La Moncloa, the following aspects were specified:
• The conditions and requirements that fire protection equipment, systems and components must comply with.
• The level of qualification and operational conditions of the installation and maintenance companies.
• The conditions of installation, commissioning, minimum maintenance and periodic inspections of these facilities. • A system of penalties
The fire protection installations are currently governed by a regulation dated 5th November, 1993. However, given the technical advancements it essential to update and review the requirements established in the aforementioned regulation. In particular, two shared regulations dated 2008 and 2011 can be cited. On the other hand, both the regulation of fire safety in industrial establishments set in 2004, and the technical building code in 2006, establish the design, implementation, operation and maintenance of the facilities of fire protection, as well as their materials, components and equipment, must meet specific regulatory provisions. It is therefore necessary to set conditions to ensure the performance and effectiveness of the fire protection equipment and systems in case of fire.
